The Company

Zabeel is a UK-based software company with a local support office in Dubai, UAE.

OQOOL™, developed by Zabeel, brings together three core solutions: Mahara, an intelligent tool for designing and structuring cross-border upskilling programmes with built-in compliance checks; a comprehensive HR platform for managing employees participating in Mahara and supporting everyday HR needs across the workforce; and Mahareum™, our cross-border multi-domain engine connecting Gulf businesses with UK and G7 professionals for employee upskilling and knowledge transfer. Together, these solutions help businesses in the UAE and beyond plan programmes, manage their people and develop workforce skills, while opening up rewarding international opportunities for UK and G7 professionals.

Our Story ...

Zabeel began in the UK, working closely with private offices, family-run businesses and SMEs across the UAE to understand their skills needs and the challenges of accessing international expertise and transferring knowledge across borders. These early engagements laid the foundations for Mahara, our employee upskilling and knowledge-transfer programme.


Through practical delivery, research and development, we developed Mahara to simplify the process of identifying skills gaps, structuring tailored programmes, coordinating delivery and managing compliance requirements. Its purpose is to help businesses build lasting capabilities through the knowledge and experience of professionals from the UK and other G7 countries.


Today, Zabeel is a UK-based software company with local support office in Dubai. Mahara sits at the heart of the OQOOL Platform, bringing cross-border upskilling, programme management and supporting HR tools together in one place.
